| Presentation of the Pelan Tindakan Kawasan Warisan
Melaka
Melaka - 29 July 1999
Our President presented the above action plan covering the main streets
in the Melaka heritage district to Haris Hassan, the Yang DiPertua of
the Majlis Perbandaran Melaka Bandaraya Bersejarah (MPMBB) on behalf of
the Badan. It sets out conservation guidelines for Jalan Tun Tan Cheng
Lock and Jalan Hang Jebat/Gelanggang. Although the work was completed
in 1995, circumstances prevented a formal presentation until this year.
The primary consultants were Prof Madya Syed Zainal Abidin Idid, Professor
Lee Kip Lin, Mohd Nazri Mohd Noordin and Naziaty Yaakob. The Badan is
deeply grateful for the assistance of Chen Voon Fee, Waveney Jenkins &
Tiong Kian Boon in the planning process.
A dialogue session attended by members of the Melaka community and professional
associations followed the formal programme. The high level of interest
in the action plan was clear from the lively discussion and questions
from the audience. Concerns raised included questions about the proposed
traffic circulation and pedestrian malls, the need to expand the area
of study, and the need to preserve individual sites of historical significance.
Attendees felt that this formal acknowledgement of the report was timely
but hoped that the MPMBB would distribute copies of the report for review
and evaluation. The Badan is supportive of the MPMBB and community organisations
such as the nascent Melaka Heritage Trust in their efforts to maintain
the character of this heritage district.

The Economics of Heritage: A UNESCO Conference on the Adaptive Re-use
of Historic Properties in Asia and the Pacific
Penang & Melaka - 9 to 16 May 1999
This conference was jointly held in Penang and Melaka to examine how
heritage conservation and adaptive re-use makes economic sense and effective
social policy. Although not part of the agenda, Melaka and Penang participants
were very concerned about the criteria for the listing of these towns
as UNESCO World Heritage sites. One positive outcome following this conference
was the movement to form a Malacca heritage trust.
The Badan was represented on the Melaka organising committee by Council
Member Ruslan Khalid. Members actively involved in contributing to the
Melaka conference included Rosli Haji Nor, Honorary Council Member Waveney
Jenkins, John Koh, Tiong Kian Boon and Josephine Chua. In Penang, Council
Members Laurence Loh and Lim Huck Chin chaired 2 sessions and was a tour
resource person respectively. Executive Director Ng Ai Wah served as a
resource person and regional comparator.
