On June 17th 1998, Mr John Williams, the Vice President / General Manager of American Express Malaysia presented a mock cheque for USD 50,000 to the Badan at No 2 Jalan Stonor. The grant was awarded by World Monuments Fund and American Express Company for a conservation and sustainable development plan for Kampung Cina and a dilapidation survey and upgrading proposal for the facade and structure of Nos 51-53 Jalan Bandar.

This achievement is one of many in a process first undertaken six years ago. In 1992, the Badan produced an initial study of Kuala Terengganu that was sponsored by the British Council. This study proposed a historic district that was expressed in two reports:

'Kuala Terengganu A Conservation Proposal for Kampung Tiong, Kampung Lorong Haji Jamil, Kampung Banggol and Kampung Cina'; and
'Heritage Development for the Historic Districts of Kuala Terengganu Detailed Reports and Guidelines'.
These were submitted to World Monuments Watch in December 1996 and was the basis for Kampung Cina being selected in September 1997 as one of the '100 Most Endangered Sites 1998-1999'. Subsequently a grant proposal titled 'Revitalisation of Kampung Cina' was submitted, which was the basis for the grant awarded above.

The historic district of Kuala Terengganu represents an entire vernacular tradition and way of life in Kuala Terengganu, which was historically one of the major trading posts between China and the West. This district comprises Kampung Cina, Kampung Lorong Haji Jamil, Kampung Banggol and Kampung Tiong. Kampung Cina includes the shophouses along what is now known as Jalan Bandar from Jalan Sultan Ismail to the South to Jalan Banggol to the North. The shophouses with access to Sungai Terengganu have extensions that were used to load and unload trading vessels. Today, the jetties along the shoreline are largely obscured by extensions choked with rubbish. The buildings are mainly sound and occupied but very poorly maintained and the area is threatened by urban encroachment.

Following the grant award, the project for the dilapidation survey and facade upgrading of Nos 51 & 53 Jalan Bandar was awarded to Lim Take Bane of Arkitek Shilpa. Take Bane has begun the study of the site and is working on the report of the existing conditions.

An invitation to bid for appointment as planning consultants for the preparation of an area conservation plan for Kampung Cina, Kuala Terengganu accompanied by a detailed project brief was sent to a number of consultants. The Kampung Cina Committee, which is led by Laurence Loh, and includes Waveney Jenkins, Chris Boyd, Mazlan Ali and Lim Huck Chin reviewed the proposals submitted by these consultants and interviewed several candidates. GDP Perancang Sdn Bhd has been selected for this project.

The plan will develop strategies for the revitalisation of Kampung Cina realising its historic and commercial potential. It is conceived as a pilot project that should generate urban activities as a catalyst for the conservation and sustainable development of the historic district of Kuala Terengganu and ultimately the town in general.

The Badan views this as an opportunity to work with the local community and the State Government of Terengganu Darul Iman to promote the conservation of our heritage.
